I recommend the New England Shutter Company based on Jaggard Way near Wandsworth station.
I have used them for a couple of clients and the quality of their work and shutters is excellent. They are not as cheap as some others but this is because the composition of their shutters is slightly different. They use American Tulip wood in whole pieces, many of the less expensive companies use Poplar wood which is glued together to form the shutters.
The other difference is the finish, TNESC use a spray painted finish, less expensive companies use a spray painted finish with a UV coating which in my opinion makes them look quite plastic-y.
The less expensive shutters will do the job just fine but I find on closer inspection the TNESC shutters are a better product. Also their lead time is 4 weeks vs 7-8 of others which manufacture in china.
For a master bedroom and a bay window sitting room in Balham the cost was circa £2500 all in.
