Firstly, as someone else said, this does need to be checked out by a GP as 7 is v young, almost certainly nothing to worry about, but important to check.
The issue about whether to remove the hair or not is personal and needs to be a decision you make togetter I think. Whilst I completely agree that she should not be 'body shamed' and I doubt this was the OP's intention (!) kids do notice and pick up on things and I can quite understand why you'd be considering it.
My 7 year old daughter is quite dark in skin tone, and has really quite hairy legs- she has said that some of her friends have commented on it, so these things don't always go unnoticed even at 7. We had a chat and I said that I would let her remove it if she really wanted, but that it was natural and lots of children had the same. Luckily she was happy to leave it, but I suspect it won't be too long before she wants it gone and I'd much rather she talked to me about it (as she did) than be worried in secret or attempt to use her dad's razor in secret (which happened to one of my friend's daughters aged 8.)
