I am a member of the Friends of Clapham Common, and we had George Irwin the owner of the family-generational fun fair operator tell us that Lambeth Council turned down his offer to restore the paddling pool in exchange for a fair event near that area. He believed it was political decision about "events" and that Lambeth didn't want to set precedent for a barter-type deal, rather than a cash-exchange. Krishna S.
