It's slightly confusing but it does say
"As part of this consultation, the Council is requesting that the Governing Bodies of Foundation, Voluntary Aided schools and Academies in the borough, for which measurements are provided by the Council, agree to adopt a straight line measurement in the school's oversubscription criteria for 2013/14".
So it sounds to me like the current consultation applies to community schools and a handful of the other types of schools (the exact list is on the website) but that the Council would like to see all Foundation, VA schools and Academies (i.e those not under the control of the education authority) adopt the same approach.
If anyone else is clearer on the issue, it would be helpful to know.
