Hello all

We have stairs at the back of our house that lead down to our garden. The finish on them is very rough. I would like them to be smoothed out. Do I need to get new tar put on them? No idea of the process or terminology so google not helping. Any advice on what needs doing & companies that can do this would be much appreciated!
