Are you able to reach out as a neighbour first, i,e, ring the doorbell and introduce yourself, ask if there is anything you can do since they are new to the neighbourhood etc. I'm suggesting this as a genuine response to getting new neighbours, not to be sly/spying or nosey, but perhaps doing so wil...
