It’s a first come first served system, you need to get on their list. You can report it if spaces aren’t being used though - I had an email asking me to confirm that I was still using my space because there were a couple of inactive bikes in our bike store.

Agree with others to try to see a urologist. A friend of mine’s son had this issue til around the same age and there was an underlying bladder problem that they were then able to get resolved.
