Last spring we house sat for two months for friends in Wimbledon where they have food waste collection.  It was easy to do; the bins used by Wimbledon are not overly big; there were no problems at all with foxes or food waste strewn on the street.

I'm not opposed to LTNs  in principle.  Many of them work very well.  I am irritated that H&F have made it  nearly impossible for anyone travelling eastward on the M4/A4 to cross over to Wandsworth.  Now that all the side streets are a no-go, why can they not allow cars to turn right to go south...

Whatever their target audience, the Northcote Road isn't in Clapham; it's in Battersea.  They could call it Clapham Junction rather than Clapham and save the target audience the bother of ending up on Clapham High Street, a long way from the Red Setter

If Hammersmith & Fulham want to keep traffic off the smaller residential streets, isn't it time to let eastbound traffic on the King's Road turn right directly onto Wandsworth Bridge Road?  If this were permitted, the problem would be much reduced.

Why would you do this?  Central government push all kinds of responsibility on to the Councils, then slash funding to local governments and cap the amount local governments are allowed to raise through, e.g., council tax.
