End of life doulas or death midwife are trained to be with families/individuals as they come to the end of life. This may be a solution that works for you depending on where your father would like to spend his last days.

Wimereux is a nice beach not too far away, plenty of cafes on the sea front, sand, rock pools, sand surfers
There's a crazy golf place in the town

In Boulogne there's the aquarium - been a few years since I've been though.

As well as seeing his GP and possibly a referral to a local mental health team for initial support and talking therapies, there are gamblers anonymous groups and this clinic which may help.
