Wandsworth Council selling off Tooting Common Triangle!

In 2008 Wandsworth Council attempted to lease out to a private developer a giant chunk of the Tooting Common Triangle to be turned into private all-weather games pitches. A very successful campaign of public opposition forced the Council to retreat.

But now they're at it again, throwing the youth club premises by the playground into the deal, to be converted into changing facilities for the private pitches. The developer would, of course, charge the public to access a large area which has been Common land for decades if not centuries.

How do I know? A consultation notice has just gone up to give one month's notice from August 7, while everyone is on holiday, to lodge objections and comments. Though these pitches would undoubtedly be used over weekends, they would lie unused all week except perhaps in the evenings while depriving the general public 24/7 of a much-loved public amenity. In particular, the privatisation would severely reduce the area where dogs and children may exercise and play without the danger of running into an open road.

The map on the consultation notice, by the way, is not only an inaccurate representation of the area but is dated October 2013: the Council has been sitting on this for 10 months before springing it on the public when perhaps they hope that enough of us are away so they can force this very suspicious deal through while our backs are turned.

This is not advertising...
Allsorts Club have worked since 2010 with families with children/youth who have Special Needs, suffering depression, lack of self esteem, lack of social confidence, children below poverty line, and young people who have no troubles or concerns too.
We began with the idea we'll run for 1 week during the school break and 4 years later we are still supporting young people.

Sadly Wandsworth Council Youth Services have never taken our work seriously and when we tried to take over the unused Tower Youth Club in Tooting we were told "it's unsafe for use!" then we find a few weeks later it is operating without concern by a charitable organisation.

We are like Nomads wondering from 1 venue to another which is not good for us or our members, we NEED a home!

The Triangle will be a perfect venue, although the council say otherwise (that's why the triangle youth club was closed). It has space, it is secure, it is accessible, it is on the common which offers sporting activities and is in an area where people care!

Is it possible Allsorts Club could have this as our HOME? We could offer a full week of children/youth based activities which takes them off the street and offers safety and support.

I have no idea how we can build a proposal for this venture, can anyone help?

The fewer concrete, "developed", corporate ringfenced, pay-to-use areas on common land the better as far as I am concerned.

Councils unfettered, unmonitored will be tempted to use short-termist money generating schemes rather than safeguarding access for all to common land.

I'm a member of the Friends of Tooting Common, although I'm posting this in a personal capacity, and not representing them. (We're going to email our members later this week re the plans).

It's worth noting that this proposal is much smaller in scale than the Goals-style football pitch development mooted in 2007-8. However, some of the grassland is included in the disposal as the new pitch will be approximately 25pc bigger than the existing Redgra pitch. A particular concern that has been raised is whether the trees next to the pitch will be cut down. There is a map attached, which is also displayed at the site.

The Committee keeping a close eye on what happens, in particular the visual impact of any development (eg fences, floodlight pylons, light spillage), damage to the commons during construction, and the impact on bats & other wildlife.

However, the Council have consistently said that they do not have funds to refurbish the building and the Redgra pitch, so people must weigh up the impact on the common against the social benefit that should accrue from a new sports facility if it's available to the community.

Is it known how much of the green field will be used up - does this mean a sprawl towards the top path by Drewstead and Abbottswood. also increase in traffic and parking around emanuel, rastell, sternhold and drewstead road. As reduction of green open space in the triangle area would be a travesty. All looks very sneaky and unclear to me.

The map seems to match exactly the existing pitch

Will the two existing pathways remain on either side of the triangle site?

Pathways will remain as far as we know

One area of conern is that there is a statement in the document sent to the Planning Inspectorate: http://ww3.wandsworth.gov.uk/moderngov/ ... ix%203.pdf

That:

"The proposed playing surface will be approximately 25% larger than the current area (6.5 metres wider and 11 metres longer)."

That appears to imply that the stand of trees to the east of the existing Redgra pitch are at risk of being cut down, but we don't know that for sure & have asked for clarification.

As Simon points out, this is of concern not only because of the intrinsic value of any trees at all but because they provide shade during the summer and shelter during wet weather for mothers and carers with buggies and young children.

I have submitted an "expression of interest" in Allsorts Club taking on the Triangle Youth Club and Sports pitch. Sadly the system keeps timing out so only short answers to their questions will do.

I cannot say for certain that we'll even get a sniff at the chance as the council are suggesting works to be between £100k and £500k, which means they're looking for a large sports organisation to take it on and with expenditure like that they will want to see a return, can anyone say "pay to play?"

We hope the council will ask us for more information where I can submit our proposal...if anyone wants to see it just email us allsortsactivities@gmail.com and a pdf copy will be forwarded.

Let's keep our fingers crossed that the council do not push hard working, community active groups away all for money.

I was talking to someone from the Balham Boxing Club which has operated out of the Triangle building for five years on a lease the Council refuses to renew for more than a year at a time. The Balham Boxing Club provides lessons and a place to go for young people interested in the sport at a time when the Council has cut its youth programmes to the bone. They charge users the minimum possible of £3 and are all unpaid volunteers. Numerous users, including some big-name boxers who know the discipline and commitment that such activity brings to otherwise energetic but unfocused youth, have written to the Council, but to no avail. Nor has the Council responded to the club's offer of running the changing rooms and lockers within the premises for the pitches at cost.

Add in the fishy fact that the Council neatly timed the public consultation period for the summer holidays when they know many people will be away, and you have to wonder whose interests are being served here.

The public?

I doubt it.

I am not the only one who will be looking very hard at any deal the Council tries to make, who it's with, and the relationships between that private interest and the voting councillors and council officers.

Regrettably the council will not focus on such groups, they're not concerned with voluntary youth activities as they've invested large sums into the hubs in Tooting, Battersea and Roehampton.
Whenever I've challenged the council on youth issues and as I've mentioned in earlier posts, we tried to save the Tower club but was fed lies, and we heard "there's a perfectly good youth centre called the Tooting Hub"

The Triangle was sadly one of many to go in the councils £57million youth service cuts.

There are many groups who can make good from these premises but it all comes down to greed, the council wants someone to pay for it to look good etc but only offer a 25 year lease, why not sell it and have done with it? It seems they want an investor to take on the development and let Wandsworth Council benefit from hire etc.

I read the premises is vacant as of Jan 2015, have the boxing club got another venue?

Not that I know of, Alan. As for greed, I remain very sceptical as to whether this is even just a books-balancing exercise by the Council, and the public interest be damned. There is a lot of money to be made in Balham, and I see no reason why Wandsworth councillors and council officers should be immune to the rising levels of corruption we see rife in other councils up and down the country.

I am one of the ward Councillors for this part of Tooting Common and I am astonished by your unfounded allegations of corruption. There is a completely open and transparent tendering process being embarked on. As one of the democratically elected local representatives I will be scrutinising this process to assure myself that all applicants get a fair crack at this. In case you have not spotted this in the guidelines, the Council are keen to encourage joint bids. This means that smaller organisations can link up with larger ones to submit together.
