In need of advice!
The house next door belongs to an housing association and it's rented out to 2 families They are quite nice and we don't have any issue with them at all apart for the fact that they are very messy. The front garden is getting worse and worse. At the minute they are storing pieces of furnitures, broken plastic utensil, rubbish and even a gas tank. Some of these has started to move towards the boundary and even into our front drive. I don't want to start contesting the fact that their rubbish is touching our drive but it's really starting to annoying me, especially the look of it.
I am not sure what I can do. Yes, I could talk to them but I don't think it will help the slightest - they don't consider the front garden to be messy at all. We live in conservation area - and I thought certain rules apply? would I be able to complain to the conservation office or only building work are regulated?

I would hate to live next door to a mess. Can't see the problem in mentioning that it's housing association property to be honest, at least you know who the owners are. It might be that you have a word with them to see if they can help, especially if the neighbours themselves don't think it's a problem.

Housing association ownership is very relevant, as you have other avenues of complaint if the tenants don't keep the property in a fit state.

Do you know which HA it is? Some are better than others in addressing tenant issues.

First port of call is always having a chat though with the tenants, in my view.

As I understand it Housing Association Tenants have to sign a covenant that they have to abide by concerning anti-social behaviour. This is classified as;

intimidation of neighbours and others through threats or actual violence
harassment, including racial harassment
verbal abuse
homophobic behaviour
systematic bullying of children in public recreation grounds, on the way to school or even on school grounds, if normal school disciplinary procedures do not stop the behaviour
abusive behaviour aimed at causing distress or fear to certain people, for example, elderly or disabled people
noise
dumping rubbish
animal nuisance, including dog fouling
vandalism, property damage and graffiti.

As you can see dumping rubbish is covered by the agreement the tenants sign up to.

As mentioned above have a word with the tenants first - if no joy there then complain to the HA.
