Travellers/Gypsies on Clapham Common

Postby denshort » Tue Mar 22, 2016 5:34 pm

Walking back home from Clapham South tube this afternoon I noticed that a large camp of travellers in caravans and the like have set up on the bit of Clapham Common opposite Oliver House school.

It looks like a fence has come down, and how they were able to access the land, does anyone know who I can report them to - the police, the council (Lambeth?) as I don't think they are allowed to be there.

Hi all,

We discussed this issue at last nights Friends of Clapham Common committee meeting. We have been in contact with Lambeth and it is to our understanding that they would allow the travellers to spend the night but would then move them on the following day. Hopefully they should leave today.

If you have any other concerns regarding Clapham Common, please always free to contact myself or you can email friends@claphamcommon.org.

Best,

Shanade

Phew that is a relief thanks so Shanade of friends of Clapham common.

Funny I sae a lot of rubbish around the fair site to the west of Clapham South so I wonder if they were related.

I always worry about these fairs as I am sure they attract travellers. Thanks again.

Marmot-in-London your comment about being worried that fairs attract travellers seems inappropriate. Comments like this shouldn't be acceptable for any group of our society.

The 21st May is the World Day for Cultural Diversity, and the UN are asking people to take concrete action to broaden their understanding of cultural diversity through a range of activities: "Do One Thing for Diversity and Inclusion". Link below to more information

I noticed that the travellers are still at Clapam South - does anyone know what Lambeth are doing about this?

This is really difficult discussion but I happened to drive past the Common and saw a heap of vans and cars and lorries driving actually on to the Common, as they were back last night, where law-abiding people can't/won't drive. I wanted to make the point that it doesn't matter if you come from a minority or not, people need to obey the law.

They went last night. Not too much damage I suppose. Quite a bit to the common in the corner as heavy vehicles, grass and wet ground don't mix. Also the railings on Nightingale Lane which they knocked down/removed to gain access are damaged.

No loss to see them go. Whether that's culturally unacceptable to write I don't know, nor do I particularly care. It's against my culture to turn up to an area, ignore the law, cause damage then disappear leaving others to pick up the cost.

In reply to mungomuffit's post- this is how we responded the last time there was an incident of this nature in Wandsworth (Nov 2015). This is exactly how we react every time there is an attempt like this to set up a camp on any of our parks and open spaces.

Council foils two attempts by travellers to occupy commons

Swift action from the council’s parks police service yesterday prevented two concerted attempts by travellers to set up camps on both Wandsworth and Tooting Commons.

The town hall was alerted at around 3pm yesterday (Tuesday) that an attempt was being made to occupy parts of Wandsworth Common, near Bellevue Road.

Nine vehicles in total, including cars, tipper trucks, transit vans and caravans had been driven on to the common by travellers who were attempting to set up a camp. Intelligence suggested this was just the vanguard of a far bigger encampment involving many more vehicles and caravans.

The travellers were immediately issued with formal notices to quit, warning them that if they did not leave immediately the council’s parks police service would commence legal proceedings which could involve the towing away and seizure of their vehicles.

Camping on any common or open space in the borough of Wandsworth, without prior authorisation from the council, is a criminal offence under Wandsworth's parks and open spaces byelaws.

The council also has powers to physically remove any person, and their belongings, including vehicles, if they do not comply with the byelaws.

This warning of legal action and potential prosecution persuaded the group to quit and they left Wandsworth Common at around 4.30pm. However, they then simply drove to Tooting Common where they attempted to set up another camp by driving onto the football pitches close to Dr Johnson Avenue.

A further ultimatum from the parks police however convinced the travellers that they should leave Tooting Common and they were gone by around 6pm. Their current whereabouts is not known but they appear to have left the borough completely. The council has alerted neighbouring town halls and adjoining Met police divisions to alert them that similar attempts to set up camps may be made in those areas.

A council spokesman said: “This was a textbook operation by our parks police service that nipped this problem very firmly in the bud.

“As soon as we learned what was happening we took immediate steps to move this group on and prevent them from setting up camp.

“We warned them that if they did not leave they would face the prospect of a criminal prosecution under the park’s byelaws and face having their vehicles towed away. Faced with this no-nonsense ultimatum the travellers made the sensible decision to leave straight away.”

Residents who witness any incident involving travellers on council-owned land should call the town hall's emergency response team on (020) 8871 6900. This is a 24 hour service. Occupations of other land should be reported immediately to the police.

The council provides an approved travellers site in Trewint Street, Earlsfield.

Balhamom, I of course agree that every one needs to follow the laws of the country they are living in. Though of course there are many law abiding travellers, so any assumption that all travellers break the law is prejudice- this is what I am challenging. Posters on this thread should perhaps consider whether their comments are prejudice against an entire ethnic minority.

"Under UK law, specifically the Race Relations Act 1976, English Romany Gypsies and Irish Travellers are recognised as ethnic minorities who have the right to protection under the law and to be protected from nuisance, harassment, discrimination and harm from others.

This right applies equally to gypsies and travellers, as it does to the settled community. Indeed, gypsies and travellers are at the very least protected from discrimination under the Race Relations Act and the Human Rights Act 1998.

Generally, local authorities have a responsibility to provide space for travellers to camp on permanent sites. However, it is against the law for travellers to occupy land which has not been designated for this purpose."

If illegal sites are set up on a regular basis in this area, I would think it is now time for the council to consider a permanent site?

Again, I completely agree that laws are applicable to all in society and it is clearly a cause of frustration for the local community to see the common used for purposes that are illegal.

What I was challenging was this statement: "I always worry about these fairs as I am sure they attract travellers."

If someone were to post, "I always worry about these [events] as I am sure they attract [any other ethnic minority named]" it would quickly be deemed as unacceptable. However in my experience society continues to think, write and and speak derogatory comments about Travellers. Again I understand that the travellers on Clapham Common have not been law abiding, but the comment I have quoted above is prejudice and is a statement about all Travellers which is why I feel it should be challenged.
