Another option would be hiring a local hall?
For our son's 1st birthday (which was mostly attended by 2yo children and their parents, along with a handful of other 1yr olds), we rented a local church hall and hired soft play equipment including a giant ball pit/slides etc, and had pre-prepared platters of sandwiches and nibbles, with separate food for the children. It worked out really well and everyone seemed to have a good time. We also attended a similar thing at Chatham Hall where the parents had the benefit of being allowed to have alcohol on the premises so there was beer/prosecco for those who fancied it. Not sure if they self-catered or got a small company in to provide the food.
The only downside to hiring a hall is that you have to clean up afterwards. I guess the other thing to keep in mind is that depending on when your little one's birthday is, Christmas prices may apply in terms of hiring spaces/food cost.
