I don't think the council will do anything, it's up to the individual 'land owner'. We took matters into our own hands and had pest control round, they laid baited traps, we caught one but that was all - they come and take the fox away and destroy it. That said, if you're doing something to stop them and next door is feeding them, you're up against a lost battle....
It's obviously at your own expense that way too, our builders set traps for them too as they were messing all over their tools each night. It was lucky for us that our builder's father was in pest control and laid the trap for free!
Awful to hear that they're attacking your milk now too.
Foxes in our garden are now less common, but we've tidied it up and cut back a lot of the undergrowth making it very un-fox friendly! You can buy clear spikes for the fences too.
There's been heaps posted on here before about foxes and ways to deter them.
I agree though, the council should do something to stop them but in an ever increasingly populous city, it's very hard!
