Repeated PCNs from Parkmaven Clapham Junction Car park

Postby Latecomer » Mon Feb 26, 2024 2:51 pm

Hi all - just wondering if this has happened to anyone else and if you have any advice.

I use the Clapham Junction Stop Shop car park to drop off and pick up daughter who uses the train to school. Never park - I check the trains in advance do it’s always drive in / drive out.

I have however received 3 PCNs in as many months claiming I drove in in the morning and left in the evening, or the next day (on one occasion they claimed I stayed there for 3 days!) - clearly their cameras system is completely inadequate as it is just picking random times of when I drove in or out but not what has happened in the meantime.

I have one successful appeal, one in progress, and one that they say I have missed the time to appeal even though I never received their notice in the first place (and where I have undeniable proof that my car was elsewhere in the period they claim it was parked at the car park!)

So, I am really fed up with wasting all this time appealing, etc. and feel I need to do something about this. I know people who are now afraid to enter the car park and park on the hilly approach road exacerbating the congestion. Any advice gratefully received.

Are you allowed to stop and drop there?  I thought you had to use the other entrance

You have 10 minutes to decide whether to stay or not with private parking,so you can read rules and regulations on the signs to see if you agree with them and leave if not. if you just drove in and out should not get a ticket!
SAR them (subject access request ) They must supply you with all time stamped camera footage of you car showing when you entered and left on each occasion. When they see this they will withdraw all penalty notices proving you right as without it they would lose in court and with it proves your point.

Sorry to hear this. You mention the congestion at the other entrance (with the drop off zone) but I wonder if there might be another station closer to your home that you could walk or cycle to (or even cycle to CLJ?) avoiding adding to the daily congestion and risking parking tickets?

Good luck with your appeals.

We have had the same problem - we drop off one of our kids at 7.30am most morning but are super careful and leave the car park within one or maxium two minutes. We had a fine stating that we had been in the cark part for 24 hours ! The photographic evidence showed our car entering on the Monday at 7.30am and then leaving the next day Tuesday at 7.31am.

We have contested the fine but so far have not heard anything back ! Problem being that you while you wait for the fine to be reviewed you receive all sort of horrible correspondance from these private parking companies thretening with bayliffs.

Debt recovery companies are third part to the alleged dept and are totally powerless to do anything and work on a commission basis never contact them  phone or reply to any letter. if they phone hang up! You cannot get any CCJ  until after a court case that you lose and do not pay in 28 days,no matter what they tell you.
Bailiffs Cannot come to your home until after a Court fines you and are sent by the company. This would be a civil debt,so cannot break in NEVER open the door to them speak via the letterbox or a window best not at all!
If it ever gets to that stage! which it should not move any car off the public road onto private property not owned by you, unless car on HP or used for work or disabled as they cannot clamp or touch it.

We had the same happen a couple of years ago. My wife used to drop me off for work at around 5:45, they claimed we had parked for 4 days. It was overturned and we got an apology.

We are more worried that they have changed the parking charges as my wife got a PCN for being there for 7 mins. It still states on the stop-shop web site that you have 10 mins free parking, but that is now missing from the signs in the car park.
