We used the London Front Garden Company to redo our front garden, though I am sure they would also be happy to just do a part of it.
For the Victorian mosaic tiles, there are usually 2 reasons they are restricted to the path only:
1/ Cost - they are quite expensive, in particular getting them laid as it is quite tedious and time consuming, so most people opt for a more cost efficient solution for the rest of the front garden (little loose stones is the cheapest, we were advised against those as a pain to maintain if you get lots of leaves in your front garden)
2/ Visual - if the part in front of the windows is reasonably big, having small squares all over can look a bit odd. At least that’s what we found when we saw bigger ones with the mosaics over a big surface.
