Blatant Fraud by Enforcement officer Leathwaite rd

10.55 Saturday morning client paid £6.20 for parking ticket in Leathwaite rd which was clearly displayed in the vehicle. There was an enforcement office loitering around at the time - came out at 11.30 to find a ticket on the van . Couldn’t understand it , parked in correct bay and ticket clearly displayed . Went on website to appeal and the enforcement officer has taken pictures at such angles to use the large wing mirrors in a connect to hide the ticket - this is blatant fraud and gross misconduct in public office . The ticket was very clearly displayed as witness by client and the enforcement officer had gone to particular trouble to get angles to hide ticket from view . Driving around looking for him , I saw several other vehicles which looked legally parked with tickets in this area - if you are one of these people I have complained about what is blatantly fraud , it would not be possible to take all the pictures he has downloaded online without seeing the ticket which was in the middle of the window .

How did you pay for the ticket? If it was through online banking or by credit card then there will be a record of the time and amount. If that time is earlier than the time that will on the ticket then it is well worth appealing and asking for the enforcement officer to be investigated. If you have all the evidence then may be worth running it past a solicitor.

Was paid for by clients credit card , he has proof of this and is also a witness to the ticket being very clearly displayed on the window - enforcement officer has used large wing mirrors on a Ford connect to take pictures from very strange angles so ticket now showing - it would be completely impossible to take all the pictures he has taken without seeing the ticket - I have made a complaint to Wandsworth council - it is completely unacceptable

I feel for you. Unfortunately this also happened to me when I parked in Brighton earlier this year. I was given one of those parking scratch card and display it correctly. There are just crooks out there and in the end I had no choice but to pay up. I think it is a scam that should be exposed to tte media, perhaps using freedom of information to demand statistic on how many tickets are challenged in this manner and probably issued by the same traffic warden.

Just appeal the PCN on the grounds that the offence didnt happen and upload a pic of your parking receipt that was stuck to your windscreen as proof of payment. You kept the parking receipt, right?

Hopefully, you took a picture of it in your windscreen to prove you had indeed paid and displayed. It’s a shame that despite your best efforts, the fine print states it should be on the lower left-hand side of the windscreen. Apparently, that’s the magical spot that prevents wardens from conveniently not seeing your valid ticket. Bureaucracy at its finest!

I am not Alleging , it is a fact . The enforcement officer has uploaded about 7 pictures to support issuing the ticket. It would have taken considerable time and effort to manage to angle the camera behind wind mirrors to blind spot the ticket in every picture and would be IMPOSSIBLE to take these pictures without seeing the ticket which was clearly displayed in the middle of the screen , which is why this is fraud and gross misconduct in public office . Yes , obviously I appealed straight away - I have the picture of the ticket clearly displayed in the window ( which you can see from his pictures he has managed to blind spot that area of the window screen in every shot ! ! ) I have the original ticket , witness of client who was working for and receipt of payment on credit card . The reason I was sharing the experience on this site is because there were a few other cars in the area with tickets which looked legally parked . He was putting a ticket on a Jaguar 4x4 when I arrived . Most of your readers will know the frustration of being issued a parking ticket especially if not justified and the hassle of appealing, so I felt it is important to put a stop to this rogue warden. I have reported the incident to Wandsworth council .

Happened to me in the Clapham Junction car park. Even though I sent photos and the ticket they refused to cancel fine. Since then I realise these private car parks can't actually enforce and it still grates on me!

Reporting the incident to Wandsworth council is the right move. Hopefully, they'll address this issue and ensure fair practices are upheld.

1) appeal the ticket
2) get the name of the issuing officer and demand a freedom of information request to see how often this officer has had complaints and appealed tickets
3) make an official complaint against the issuing officer


They don’t operate fairly and residents need to fight back even if it’s a pain in the neck.

I’ve had unfair tickets and won.
once I had pictures taken to make it look like my car was just edged into suspended bay when I wasn’t . All angles !!
This was also a suspended bay where Thames water has cones around the finished works and my car was 1 m away from cones but officer issued a ticket for being what looked couple of cm over bay boundary. In my own road where I already have parking permit as well .
