it really depends on what you want done?
you have what I would describe as enhanced building services (such as the M3 folks recommended by some earlier), not proper architects, but can help you I am sure if you just want some drawings, and maybe some help with the submissions etc.
and by drawings, I mean you know what you want, have the design sorted, and want someone to draft for you.
*IF* however, you want someone to advise, provide design input, recommend alternatives etc. and produce the designs based on that - then you want a proper, RIBA certified architect. They will also be good for managing the project, if you feel you don't want too.
as for cost, that's the thing:
drawings, based on just drafting your ideas (provided they are code compliant etc), should cost in the hundreds. i.e. producing technical drawings.
however, if you want professional architect input, the creative side, then that might be in the 3,000 - 5,000 range say. this would involve consultations, measuring up, drafting alternatives, and providing actual input into how the layout should look, or recommending solutions to any sticky issues you might have,
obviously this can vary, but that's the sort of ball park.
I'd categorise them as building services and architectural services. it all depends on what you need, and both provide fair value for money - all depends on the services.
if you don't know what you want, I would strongly recommend a RIBA architect.
