Mother and Grown-Up Son Living on Bench

Just saw the two people living on a bench outside Tooting Library this Saturday. How do they manage - there is no shelter there? Apparently they have been offered accommodation by Wandsworth but do not want to move.

they sleep under a tarpaulin in cold/wet weather.

Yes, they've been offered accommodation which they refuse.
