A lot more explanation in the article, including stats of e-scooters accidents vs motor vehicles, etc. Regulation but also information and infrastructure looks more promising surely. Prohibition did not work that well in the 1930s ;-)

Small extension proposed for Lidl in Clapham Junction

The forthcoming months should see some changes with the Lidl store in Clapham Junction.
