Handyman/builder recommendation

I’m looking for someone to seal a bathroom floor for me. It’s a wooden floor so it either needs to be sanded or sealed or Lino/vinyl put on top of it. There is a flat underneath and they have a leak so there builder thinks water is coming through the floor boards. We have had a plumber over to investigate but no leaks found . Any recommendations/advice greatly appreciated.
