Hello Ronangel,
What streets have been shut?
What is a "road fund license"?
It is true that lives are at risk. Around 3800 people are killed or seriously injured by cars in London every year, and illegal levels of pollutants are harming adults and particularly children in urban environments resulting in over 9000 premature deaths in London every year.
If your concern is about LTNs, the evidence does not bear out the view that they delay emergency access. Although there is a broad consensus that some LTNs could have been better designed in consultation with emergency crews and local residents.
If you are referring to school streets, the evidence is that implementation leads to a net reduction in traffic congestion.
A £160 parking permit, is not a right to use "all streets all of the time". Rather it is an absolute bargain price to take up 4 square metres of prime public space in Central London with a private possession for a full year. If only garden or play space could be rented that cheaply!
Although I also drive, take public transport and walk where I can, my personal observation, cycling from south west to north east London 5 days a week, is that there are many more people riding bikes on Central London roads than there are in cars now. It's just that the cars take up a lot more space per person.
If your goal is to drive through London unimpeded by congestion, the best solution is to build fantastic, safe, joined up walking and cycling paths. This leads to more people opting for active travel (walking, cycling, bike, scooter, e-scooter), which means fewer people driving, and therefore less congestion for those who really need to drive.
A third of car trips made in London are less than 2k, a distance that for most could easily be walked or cycled if that were a convenient, pleasant and safe option.
