Hi, we had an outdoor picnic party for my 3-year old in Clapham Common and used this lady (Jenny - link below) to facepaint and make balloons.  She was brilliant and I thoroughly recommend her.  The kids loved it and the party was a  great success with a very happy 3-year old.
