Wandsworth planning permission

We live in a conservation area and are thinking of getting a new kitchen, and in the process, replacing two windows and the kitchen door. This is at the back of the house within a closed patio. One window is an old timber sash window and the other window and door was added when the kitchen extension was built. We are planning on replacing the second window and door with a sliding door and replacing the other window with a new one. Additionally we are hoping to replace the existing skylight as it’s pretty old.

The advice on Wandsworth’s planning website on ‘Doors and Windows’ is:
You do not usually need to apply for planning permission....for insertion of new windows and doors that are of a similar appearance to those used in the construction of the house (note - a new bay window will be treated as an extension and may require permission). If new windows are in an upper-floor side elevation they must be obscure-glazed and either non opening or more than 1.7 metres above the floor

The word ‘similar’ is open to interpretation. However, the council have said in a email that unless windows/doors are like for like, planning permission must be sought.

It seems a bit like overkill and just wondered if anyone has done similar work before and had to apply. We will obviously do what was needed but interested to hear what anyone else has done previously.

Also, any recommendations for a builder/kitchen fitter also welcome! Would ideally need someone who can do also carry out boiler replacement and build some bespoke under the stairs storage and bookcase.

Yes you will need to apply for planning permission.
