Streatham Action are lobbying for Crossrail 2 to be brought to Streatham Station (instead of Tooting and Balham), not sure if any of you are interested in signing the petition but you will find the link below if you are:

OzzieM: Do you have a map showing how a station in Streatham would fit on the Crossrail 2 line? I'm struggling to see how a line could go Wimbledon to Streatham and back to Clapham Junction - it would seem to add a lot to the journey time for those south of Wimbledon as well as having quite sharp curves. Are you envisaging moving other stations? I agree with what you say re a station in Streatham taking pressure off the Northern Line even though Crossrail would not connect with the Northern Line but I would like to see a bit how this works when it is fleshed out.

If you read the TFL consultation report it very much reads as thought Streatham is out of play and it's between Tooting and Balham.

It's great that Balham is still the preferred route. Much more convenient than Tooting, and such a boost for our local area. Cross Rail 2 will be ace in improving the commute into town, I can't wait. Fingers crossed it's all confirmed soon.

Since the last Save Our Balham supporters’ meeting on 14 September, here are our headlines.

Meeting with Michele Dix. Managing Director of Crossrail 2 on 26 September 2016. Michele came to Balham - and gave an hour of her time. Save Our Balham made clear why Tooting Broadway seems the only common-sense option for a local CR2 station: improved local transport connections (including Northern Line relief and also for the wider area), and, very importantly, opportunities for long-run local re-generation – including more new homes, local jobs and growth potential.

We learned that the geological problems of building a Crossrail 2 station at Tooting Broadway can be overcome, albeit at some relative cost including disruption during construction. However, it was now widely recognised that the long run-benefits from siting a Crossrail 2 station at Tooting Broadway should make the short-run costs worthwhile.

So, our understanding is that Crossrail 2 are now working-up their original case for a CR2 station at Tooting Broadway - while continuing to work on the Balham option.

A final decision on which option – Tooting Broadway or Balham - will be made as a joint decision by the Secretary of State for Transport & the Mayor of London, as part of an overall ‘preferred route’ for the Crossrail 2 project. Tooting Broadway could be over-ruled on narrow cost grounds by the Treasury.

We stressed to Michele Dix that Save Our Balham is just one of very many local voices that actively support Crossrail 2 for Tooting Broadway. Local residents – as evidenced through responses to the January 2016 consultation and also through surveys, local trades-people, local amenity organisations, our local MPs, local councillors, and our local London Assembly Member all overwhelmingly favour Tooting Broadway.

Notably, Wandsworth Council’s Brightside Magazine in September 2016 says ‘Crossrail 2 must come to Tooting : The council is stepping up the campaign to bring the new Crossrail 2 tube link to Tooting Broadway.... Councillors have told the Mayor and transport bosses at TfL that revised plans to switch the proposed route to Balham instead of Tooting would be a mistake, delivering fewer new jobs and less economic and housing growth.’ (p.7).

A Crossrail 2 Consultation on their ‘Preferred Route’ is expected soon. Very importantly, this next consultation will put forward CR2’s proposal on whether they favour Tooting Broadway or Balham. Save Our Balham has written to the Secretary of State for Transport and also to the Mayor of London, to urge each of them, in coming to their decision, to take full account of the long-run and wider public-interest benefits of a CR2 station for Tooting Broadway.

Save Our Balham has also written to CR2 about lessons from their last consultation - and put forward ideas for improving CR2's approach this time around.

Thank you very much, this is a very thorough review with a lot of insight. Any indication on the date when further information will be given? And anything on the possible shafts and access points on wandsworth common (will the tooting option see them by the prison where they would make sense to be located?). Thanks and well done again.

Update - December 2016


Dear Save Our Balham Supporters,

You have probably already heard that the expected Crossrail 2 consultation on a ‘preferred route’ has been delayed to spring 2017.

Our last update e-mail to you was in mid-October – so we thought it was time to be back in touch - and fill you in on what we know.

You may recall that Save Our Balham met with Michele Dix. Managing Director of Crossrail 2 in late September to discuss the widespread consternation across Balham, Wandsworth and Tooting regarding CR2's ill-considered proposal for a Crossrail 2 station in Balham. We had stressed the reasons why Tooting Broadway was the only common-sense option for a local CR2 station: improved local transport connections (both Northern Line relief - and across the area more widely), and, very importantly, opportunities for long-run local re-generation – including greater potential for more new homes, local jobs and growth.

We followed through on our meeting with Crossrail 2 by writing to the Secretary of State for Transport and also to the Mayor of London, to urge each of them when making their decision to take full account of the long-run and wider public-interest benefits of a CR2 station at Tooting Broadway.

You may recall that the Crossrail 2 consultation on a ‘Preferred Route’ was expected at the end of October 2016. This was widely expected to put forward CR2’s proposal on whether they favoured Tooting Broadway or Balham. And this was why Save Our Balham held a well-attended supporters meeting in Balham on 28 October.

However, as October drew to a close, it became apparent that the Crossrail 2 project had hit a delay.

Informal indications from local MPs and councillors suggested that the consultation had been postponed pending submission of a revised CR2 Business Plan to the Secretary of State for Transport. Parliamentary answers indicated that a revised business case would be submitted in March 2017. Social media posts indicated that the consultation on the preferred route would not begin until the second quarter of 2017. CR2 plans for public meetings in November to publicise the consultation were cancelled.

Initially, none of these developments were clarified or explained by CR2 - either on their website or elsewhere. So, Save Our Balham wrote to CR2 on 9 November to point out that this vacuum simply served to add to local uncertainty about the project. We asked CR2 to clarify :

Their expectations on timing for publication of the consultation, and whether this would be before or after submission by CR2 of their revised business plan in March 2017 – and -

Whether the revised Business Plan and associated documents would be published – and if so, when ?

Our letter at least seemed to prompt Crossrail 2 to write to their London-wide contact list to acknowledge the delayed consultation.

On 9 December, so one month after Save Our Balham wrote to Crossrail 2, we received the following reply to our questions from CR2's managing director about the delayed consultation.

‘…. Over the last few months we have been meeting with stakeholders up and down the proposed route and carefully considering the feedback we received to our autumn 2015 Consultation. We are also considering the recommendations from the National Infrastructure Commission and Government on the business case for the scheme.

The Prime Minister and the Transport Secretary have reiterated their support for Crossrail 2. Over the coming months we will be preparing an updated business case and robust funding plan. The Secretary of State has asked us to undertake this work before we proceed with further formal public consultation. The business case will inform the route; no decision has yet been made….

……. As the scheme progresses we will continue engaging with local people and interest groups, such as Save our Balham, listening carefully to what people have to say to inform our work. My team and I are very aware of the views of Save Our Balham and how the group feel Tooting Broadway would be the better choice for a new Crossrail 2 station. We will keep you updated when we have further information to share’.

Somewhat curiously, in the Chancellor’s autumn statement on 23 November 2016, the Crossrail 2 project did not receive an explicit mention.

However, Chris Grayling MP, Secretary of State for Transport, and member of parliament for Epsom and Ewell, is on the record as having a particular concern about over-crowding at Waterloo main-line station, to where he commutes.

On 6 December 2016, the Evening Standard quoted him as saying : ‘I want Crossrail 2 to go ahead..What we have to do right now is just to work out the best way of developing and financing it. Part of this has to come from development value. If you happen to own the land next to the station, you do very nicely out of it. We have to capture some of that value gained in order to fund the infrastructure improvement.’

The Evening Standard explained that ‘London’s long-awaited north-south rail link, Crossrail 2 will be part-funded by windfall taxes on developers whose land shoots up in value’. The Standard also noted that ‘the £33 billion line is on the drawing board, but the Infrastructure Commission is backing the go-ahead for its opening in 2033’.

So, many thanks for your continued support. This is our Update for the time-being. Do let us know if you have any further news.

Remember that your active engagement is critical in helping to ensure a strong local voice. Your support underpins the case being made by our local MPs, London Assembly Member, councillors and Wandsworth Council, that Tooting Broadway is their preferred and only serious option for a Crossrail 2 station. By putting Tooting Broadway back on the table, Crossrail 2 now recognise this. CR2's letter of 9 December to Save Our Balham underscores how your active support will certainly be needed in the new year to ensure that common sense prevails with a final choice of Tooting Broadway for a Crossrail 2 station.

I agree think it would be great for cross rail to come to Balham. Fantastic for commuting too. I'm all for it. Come on let's get cross rail into Balham.

So, Mummykane, having good overground and underground connections in Balham aren't enough, and it's already hideously overcrowded at rush hour, while Tooting is crying out for regeneration and access to the rail network. Where's the logic in having CR2 in Balham?

I agree having it in Balham would be fantastic plus the plans have a better and much longer platform etc so this would ease up the issues of being overcrowded and in fact would take some of that pressure away.

As someone who lives almost equidistant between the two stations and a former resident of Balham, I would be most in favour of the station being in Tooting Broadway for the socio economic opportunities a development like a station would bring.
My concerns are more to do with the size and whereabouts of the ventilation shafts. Loss of amenity must be avoided as must be impact on the local environment.
Keep the shafts on brown field land. you can sign my petition at.. well you can't,
I haven't got one.. :o

The business case has been with the government since March. So nothing will happen now until the government green light it or not, as the case may be. At the moment TfL has no real clue when the government will make that decision. But given all the MPs are about to have their long summer holiday it's not likely to happen until the autumn. Once that decision is announced then TfL will do their next round of consultation. That will inevitably take time to finish preparing and rolling out, albeit they've done a lot of prep work already - given how long they've been waiting for the government (Chris Grayling) to decide. But in terms of the Balham vs Tooting decision that will be known when the gov decide and the consultation will be on the 'preferred route' with more detail than previous consultations on route/worksites etc. As I think the other thread on crossrail 2 has noted the business case has been leaked to City am (my inner cynic would suggest deliberately to get it back in the news and increase the pressure on the gov to do something). But the business case shows Tooting as the preferred option, which accords with what I've been told verbally in heavy hints by crossrail. But of course nothing is final until the announcement. It's possible the government will make another choice. Also quite possible the whole project will be scrapped or at least delayed given all he uncertainty around at the moment.
