St Bede’s Roman Catholic High School in Blackburn underwent an inspection on 21 and 22 February 2023, resulting in an overall effectiveness rating of Requires Improvement. The quality of education was also rated as Requires Improvement, while behaviour and attitudes, personal development, and leadership and management received a Good rating. The school previously held a Good rating in its last inspection in January 2018.
Pupils expressed enjoyment in attending the school, feeling safe and happy. They demonstrated respect towards each other and the staff. Instances of bullying were acknowledged, but it was noted that staff effectively addressed such issues when they arose. Pupils felt confident that their concerns would be listened to by the staff. However, the curriculum in some subjects was found to be inadequately developed, leading to gaps in pupils' knowledge that were not effectively addressed. This hindered their learning progression. In contrast, pupils enjoyed a variety of enrichment activities, which included sports, debating clubs, and opportunities for leadership through the school council. Leaders ensured that these activities catered to pupils' interests and talents.
The school has made strides in providing a broad and ambitious curriculum, particularly in modern foreign languages, where improvements have led to increased pupil participation. Leaders have identified essential knowledge in some subjects and carefully considered the order of teaching, allowing pupils to build their learning over time. In these areas, teachers effectively used assessment strategies to identify and address gaps in knowledge.
Conversely, in other subjects, leaders have not clearly defined the essential knowledge required for pupils, which has affected the design of learning experiences. This has resulted in uneven achievement across the school. Leaders are committed to supporting pupils with special educational needs, ensuring their needs are quickly identified and met through individualized learning programs.
Teachers demonstrated strong subject knowledge and collaborated to enhance their teaching practices. Where the curriculum was well-designed, teachers effectively explained complex ideas, deepening pupils' understanding. The school has effective systems in place to support pupils struggling with reading, and staff provide well-structured support to help them catch up.
Pupils generally conducted themselves well, adhering to school routines and demonstrating punctuality. They expressed that disruptions to learning due to poor behaviour were rare. The school has implemented a comprehensive personal development program, allowing pupils to engage in discussions on various topical issues. Pupils displayed knowledge of British values and the impact of social media.
The safeguarding arrangements at the school were deemed effective, with regular training for staff ensuring they are aware of the latest developments. Leaders have established strong links with local agencies to provide timely support for vulnerable pupils and their families. Pupils learn about safety through lessons and assemblies.
To improve, the school needs to finalize its curriculum planning to ensure teachers know what to teach and when. Additionally, leaders should enhance the use of assessment strategies to identify gaps in pupils' knowledge, ensuring a more secure understanding of the material over time. Overall, while the school has strengths in various areas, there are critical aspects that require attention to enhance the educational experience for all pupils.
