Both speedo and zoggs do plain navy shorts for small boys. They have small logos on the leg but unless his school has a selected outfitter that can source swimwear without logos would imagine they will accept this.

Otherwise John Lewis uniform department are very helpful as they might supply another school with plain navy shorts. This is where I got my son's short navy trunks as he was too uncomfortable in his school's regulation knee length jammers! Or a traditional school outfitters like Billings and Edmonds in Chiswick, you can call them and they can post items to you.

I'm trying to find some navy swimming shorts for my 4 year old school lessons. Drawing a blank on the internet - everything I find has logos, patterns, or doesn't come in a small enough size. Any clues where to find them - they are part of his school uniform list, so non-negotiable!
