Probably the best option is to move in and get recommendations from your neighbours or if they don't know, knock on the door of places that look recently renovated. I recall posts about people putting back Heaver front railings and paths and there were definitely particular companies that have those designs, so it's probably the same for the windows. At least if you are moving in soon you will be living with the bad windows during the warmer months, so less urgency to repair them immediately!
I'd also post your question on a more local site - Nextdoor - where you can target more people in that immediate area.
As it's in the Conservation area you will need planning permission and have to specify about the glazing but give the planning department a call to ask them. I've found them to be very helpful on similar issues where I live not far from Heaver.
