I seem to remember that as Lambeth resident we had to upload a driving licence and council tax bill plus the child’s birth certificate and possibly a utility bill. You would need to somehow have your friend’s information on your council tax bill which could cause far more issues for you than simply telling your friend that you aren’t going to do it and shows clear intent to commit fraud.

On a more practical note it will take about 2 minutes for another parent to realise that they actually live well beyond the school offer distance for that cohort. Schools with small catchments also have parents who live very close to the school and are part of a very close community. Parents starting in the cohort with your friend will all have discussed the offer distance with friends, nursery buddies, book club mates, neighbours etc and will know how far the waiting list stretched and exactly who got in and where they live. Many will have older children and know the majority of other new reception families. From a cohort of 60 (2 forms) you may have 40 siblings and only 20 new families, it will be very obvious from a 5 min chat on day 1 if someone doesn’t live where they claim to. Many of these people will have friends and neighbours who have missed out on getting into that school and will happily report your friend. At best they aren’t ever getting invited to any social events!

This wasn't the case when we applied. I can't see the 'usual address' on a birth certificate being much use anyway, because a lot of people will have moved by the time they're applying for school.

I know a family that did this with both sets of grandchildren, not sure how they got away with it, must have registered the children as living with them. Really annoyed me as it stopped other children locally from getting a place.

Send your friend this if you need to show her why faking an address on the application form won’t work

“ Therefore, we now need to verify that the address you provided at the time of your application is yours, and your child’s permanent address and is not an address which has been used solely for admission purposes. Therefore, please could you complete the enclosed declaration, and provide at least three of the following documents as well as your child’s Full Birth Certificate and proof of child’s address (please see enclosed sheet for acceptable documents):
Category 1 – two documents are required from category 1
• Bank Statement (must show your name and address)
• Tenancy Agreement
• Mortgage Statement
• UK Driver’s Licence (Photo card only)

Category 2 – one document is required from category 2
• Utility Bill (Gas/Electricity/Water Only)
• Council Tax Bill
• Child Benefit Statement
• Benefits Entitlement Letter

At least one of the above documents must be dated within the last three months. If you have lived at your address for more than one year, then one of the above documents must be more than one year old.

For Wandsworth school applications, you have to provide lots of supporting documents

From memory:
Photo id such as a driving licence for the parent (would show the address)
A utility bill or bank statement showing the name of the parent and the address
A mortgage statement or rental agreement - if it’s a rental agreement, it needs to show when it started and ended and you have to say you don’t own a property else where
The birth certificate of the child - which shows the ‘usual address’ and if this isn’t the same as the application address, the date you moved to the application address
A medical letter or bank statement for the child showing their address

So it’s not just as simple as filling in a form and sending it in
They want LOTS of supporting documentation also showing the address. She won’t be able to fake all of that for the application

Lots of shaming here. The OP is asking for official guidance that can be shared with regards to what is allowed or not. Rules may be obvious for those who are from here but not necessarily others. Would be nice to see people keeping civil.

I don’t think the original poster is saying she wants to participate in this, she is just asking if anyone can point her towards the official guidelines on school admissions so she can pass it on to her friend and prove to her that what she is asking is wrong.

I think you could probably find the guidelines on the Wandsworth/Lambeth/any council’s website on the school admissions page.

This is so wrong. You should just say you don’t want to get involved in something like this. If she gets angry...is she really your best friend?

Might be possible if you have a house with a spare room where the boy could stay during term time every day going to school with the girl so teachers would see were together, going home at weekends and holidays all his own stuff in the room. They of course would have to pay you for food and all expenses. council may come to inspect for proof he lives there. Should not affect council tax as he is not working and you are not claiming any benefits. check with a solicitor all details, maybe get a paper from the mother giving temporary guardianship while he is at your home. You would not be lying as was living there!

I would give a very wide birth. As others have said it is fraudulent and to be honest might not be great for you if you help. There are many good schools in Wandsworth and Lambeth so she should be able something she likes for her child.

This is fraud , pure and simple and councils have investigations teams now for this exact reason . If you want to be party to the fraud , that is your decision. Personally I think it’s very selfish of your friend to put that request to you and that burden on your friendship . School catchments are such a social political thing and it is unfair that houses nearer are more expensive but unless they change the system it’s closest to the school gets priority ( special needs etc get ultimate priority ). The sibling rule also applies but only if at the same address and you haven’t moved outside the catchment - to stop people renting short term and then moving outside catchment
