OK Btc_Mum, perhaps you can climb down from your high horse and look at things a bit more pragmatically. MANY streets do in fact, by design, go all out for Halloween with concerted and conjoined efforts to really invest in decoration and give kids a magical Halloween experience. The OP did not ask who did the best sweets, it's about the experience for the kids!! I have heard that Heaver Estate always make a big thing of Halloween. It's perfectly normal for people to visit other streets to trick or treat if they have created a spooky experience, they WANT children to come and enjoy it... Perhaps a witch costume for you?
