My nearly 2.5 year old also has sensitive skin, prone to eczema.
I also highly recommend the Sunsense range (50+ Toddler milk), and that's not just because I'm an Australian! We also use the roll on version (perfect for applying to a tetchy toddler's face). I got my latest lot from Amazon (competitive price and got in very quickly - next day).
http://www.eczema.org have useful info available about sunscreens (you might pay £1.50 for their info sheets - but the donation's worth it). There are key ingredients to look for that aggravate it - PABA's, plus other preservatives. They list several other brands and what they have in them, and recommend the best ones to use. There's lots of other useful info on there to help you.
