Non cycle paths between Bellevue Rd to the toast rack

If you have a bike and cycle on the common could you please read the bye laws and learn what is and isn’t a cycle path. Today a family were cycling down the non cycle path where there were kids playing and running around and many dogs off leads . When they were asked to not cycle on it , the man said he wasnt on a non cycle path ( he was ) and dogs have to be on leads ( they don’t )
The by laws say dogs are allowed off leads if under control . Bikes are not permitted on non cycle paths . The bye laws are on a sign on Bellevue Rd next to the path that is non cycle yet most cyclist feel can be ignored .
Thank you .
