I really like tinyprints.com, they are US based so you need to factor in shipping costs however they often have coupons/codes which can be easily found on their website. I got my wedding invites from their sister site wedding paper divas and found their service brilliant and way cheaper even with postage cost and they were actually quicker then most UK suppliers.
i also recently used vistaprint for some christening invites, i basically left an order sitting in the checkout basket and they kept emailing me with more and more discounts until it became cheaper than the US site, I'm sure you can make up an announcement card on their website.
