In year three it seems quite low key, but I suspect the differential increases with time. It's probably the case that some children, depending on their outlook, will not be happy being in lower sets. But, it's also probably true that, ultimately, they are probably happier in a class working at their level, rather than struggling to keep up.
I suppose if they want to put in the work they can probably improve their grades and move up.
