Not an easy thing to solve - I’ve soundproofed a good few buildings.
- Impact noise
- Flanking noise - that goes around the soundproofing in the structure
- Directly transmitted noise such as speech.
You are taking about impact noise?
The issue you have here is the floor boards are nailed to the joists so impact sound getting into the boards is straight into the joist and then radiates from the ceiling.
Really all you can do it to put a floating floor over the top of the boards. To do a decent job you need to also undercut the skirting boards so you can sound seal to the wall - seal to a wall is a curious concept with lath and plaster walls.
