We had a similar situation and paid 7£ph.
I don't think the language would influence the price (i may be wrong though), but the experience of the nanny and her qualifications would.

Scientist - i find you suggestion very sensible actually. I don't think it's very likely for something like this to be implemented though.... But it would solve the "state till eight" issue that many mums complain about, by giving parents a financial incentive to put their kids in private ...

How about:
(b) the school is still the closest school to the home address
instead of
b) the home address from which application is being made is no more than [400]m FURTHER from the school than the initial address address

It sounds simpler and it would address honeybee's concern
