Verbally abusive nanny?

I was at the Battersea Zoo sand pit today and witnessed a nanny reprimanding a little girl because she had weed in her pants. The little girl was obviously potty training and the nanny was embarrassing her repeatedly about what had happened. It made me wonder whether this poor little girl's mum knew...
